How do I register a for a PRCe360 user account?
The User Registration process allows new users to create an account on the New Mexico Public Regulation Commission (NMPRC) Online Portal.Â
Follow the steps below to register, verify, and access your account.Â
- Navigate via web browser to the New User Landing PageÂ
- Landing Page appears with the following main options:

- LoginÂ
- RegisterÂ
- DashboardÂ
- Click the Register button on the landing page. The system will display the registration form, where you must provide your details.Â
- The form will ask if you are associated with a company? Â

- If Yes, a Company field appears where you can enter your organization name.Â
- If No, continue without filling in company information. Â

- The form will ask “Will you be filing anything other than a public comment with the Commission?”Â

- If Yes,  you must specify your filing role by choosing from the drop-down optionsÂ
- If No, you will be registered as a Tier 1 user (most users will use this option)Â

- Check the “I’m not a robot” box (reCAPTCHA verification).Â
- Click Register to submit your application.Â
- You will be redirected to the Login page, enter your Email or Username and Password to log in.Â

- Tier 1 account access will be granted immediately for all accounts registered. Â
- Allow 3-5 business days for Tier 2 Account verification. Â

What can I do with a PRCe360 user account?
Once your PRCe360 account is registered, users can do the following:Â
For Tier 1 UsersÂ
You can immediately:Â
- Submit Public Comments – Share your views on regulatory mattersÂ
- Submit Rulemaking Comments – Provide input on proposed rulesÂ
- Submit Formal Complaints – File complaints about utilities or servicesÂ
- Submit IPRA Requests – Request public recordsÂ
- Update Your Profile – Keep your information currentÂ
For Tier 2 UsersÂ
Once approved, you can:Â
- Submit New Dockets – Create new regulatory proceedingsÂ
- File Into Existing Dockets – Add documents to ongoing casesÂ
- Register Companies – Register companies for filingsÂ
- Everything Tier 1 users can do (see above)Â
How do I submit a public comment through PRCe360?
Submit a Public CommentÂ
You can submit public comments:Â
- Without registering – from the public landing pageÂ
- With a free account – for better tracking and managementÂ
Leave a public comment without registering an accountÂ
- Click Submit New on the homepage Â
- Select Submit Public Comment optionÂ
- Fill out required data fieldsÂ
- Optional: Upload supporting documentsÂ

Leave a public comment with a registered accountÂ
- Register as Tier 1 User and login to accountÂ
- From the Dashboard, click on Submit New button on the bottom left corner of pageÂ
- Select the Submit a Public Comment from the provided optionsÂ
- Fill out required data fieldsÂ
- Optional: Upload additional supporting documentsÂ

Please Note: The subject matter of public comments shall be relevant to matters within the Commission’s jurisdiction. Profane or vulgar language will not be tolerated. Failure to comply with these guidelines could be cause for the Commission to reject the comment.Â

How do I submit an IPRA request through PRCe360?
Steps for Submitting an IPRA RequestÂ
IPRA stands for the Inspection of Public Records Act, a New Mexico state law that provides the public with the right to access public records held by government agencies, including the New Mexico Public Regulation Commission (NMPRC).Â
Under IPRA, any person has the right to inspect public records and may request copies of those records. The NMPRC Public Portal provides an online system to submit, track, and manage IPRA requests efficiently.Â
Before submitting an IPRA request, ensure that you have the following information:Â
- Request Description – A detailed description of the records you’re requestingÂ
- Document Format Preference – Choose between Digital or Printed formatÂ
- Contact Information – Your name, email, and contact detailsÂ
- Submission Type – Decide whether to file as an Individual or CompanyÂ
- Delivery Preferences (hardcopies only) – Choose Pickup or Mail deliveryÂ
Submit an IPRA RequestÂ
- Login to PRCe360 AccountÂ
- Click Submit New from any page on the dashboardÂ
- Select Submit An IPRA Request from the provided optionsÂ
- Fill out required data fieldsÂ
- Completing the Form – Fill out all required request detailsÂ
- Submitting Your Request – Submit your IPRA requestÂ
- Once IPRA request is electronically filed, the request will be displayed on the account Dashboard under the My IPRA Requests tab Â
- Once an IPRA Request if filed, you will receive a Confirmation Number, retain this number for your records and to track status updates. Â

Once your IPRA request is submitted it may go through various status changes as described below:Â
- Acknowledged – Pending Review – Request received and under reviewÂ
- Clarification Required – Additional information neededÂ
- Extension Request – Additional time needed to processÂ
- Payment Request – Payment required before processingÂ
- Production Documents Available – Documents ready for downloadÂ
- Rejected – Closed – Request was rejectedÂ
- Wrong Custodian – Closed – Request filed with wrong departmentÂ
- Broad and Burdensome – Request is too broad and needs refinementÂ
- Closed – Request processing completedÂ

How do I view public records with PRCe360
- Once you log in to the Public Portal, the system opens your Dashboard, which serves as your main workspace and navigation area.Â
- From here, you can access your Dockets, filings, company records, and notifications based on your account tier. Â
- Use the left-side navigation panel to move between dashboard sections:Â
