Commission approves plan for second community solar application development process
New development phase will launch public participation and create materials for next project round
The New Mexico Public Regulation Commission (NMPRC or Commission) has approved a plan to move forward with the development of a second solicitation process for the state’s community solar program. This plan sets out the work needed to prepare for the next round of solar project proposals. It includes creating the framework, application form, and other materials that applicants will use.
As part of this effort, the Commission has given program administrator InClime Inc. the green light to conduct an informal, public-participation process. This process will invite stakeholders to share ideas and help shape the process for the second phase of applications.
This decision follows rule changes adopted by the Commission in August to improve how the community solar program operates. The updated rules require the program administrator to work with the public to create a clear process and timeline for reviewing proposals. They also require the program administrator to share draft materials for public input and to explain how non‑price factors—such as community benefits and support for resident businesses—will be judged.
The Commission has directed the program administrator to submit a proposed set of materials—including the framework, application form, and related documents—for Commission approval by January 29, 2027.
The second solicitation process will continue growing the community solar program and increasing access to renewable energy across New Mexico. This second phase may add up to 300 megawatts (MW) of new capacity, bringing the statewide total to 500 MW within the service areas of the state’s investor-owned electric utilities.
All community solar projects must set aside at least 30 percent of their energy for low‑income households and service organizations. Projects that make additional commitments, such as committing to higher levels of low-income enrollment, will receive higher scores in the selection process
The Commission will give final approval to all materials developed through this process. It may also hold formal proceedings if needed.
