Commission modernizes its rules to improve transparency and public participation

The New Mexico Public Regulation Commission has issued a Final Order to complete its long process of updating its official procedures and to adopt a fully revised version of Rule 1.2.2 NMAC. After receiving extensive public input and reviewing many comments, the NMPRC determined that the old rule was outdated, unclear, and no longer suited to how the Commission works today. The Final Order replaces the old rule with a new one that is better organized, reflects current laws, and supports the Commission’s move to its updated online case‑management system (PRCe360).

In the Final Order, the NMPRC explains how it reviewed each part of the proposed rule, considered public feedback, and made specific changes based on that input. The Commission improved definitions, clarified how people can take part in cases, strengthened the complaint process, and reorganized how hearings are handled. It also updated the steps for filing documents, sharing information, responding to motions, and participating in public hearings. In many places, the Commission removed outdated sections and added clearer guidance to make the process fair, transparent, and easier for people to follow.

By issuing this Final Order, the Commission officially adopts the revised rule and directs staff to prepare it for publication in the New Mexico Register. The Commission also sets deadlines for any requests to reconsider the rule and explains that ignoring the rule is the same as ignoring this Final Order. The NMPRC concludes that the updated rule is necessary, reasonable, and in the public’s interest. It provides a clearer, more modern framework that will guide all future cases and help the Commission oversee public utilities effectively and responsibly.
