IPRA Requests

IPRA stands for the Inspection of Public Records Act, a New Mexico state law that provides the public with the right to access public records held by government agencies, including the New Mexico Public Regulation Commission (NMPRC). 

Under IPRA, any person has the right to inspect public records and may request copies of those records. The NMPRC Public Portal provides an online system to submit, track, and manage IPRA requests efficiently. 

Submitting an IPRA Request

Before submitting an IPRA request, make sure you have: 

  • Request Description – A detailed description of the records you’re requesting 
  • Document Format Preference – Choose between Digital or Printed format 
  • Contact Information – Your name, email, and contact details 
  • Submission Type – Decide whether to file as an Individual or Company 
  • Delivery Preferences (hardcopies only) – Choose Pickup or Mail delivery 

Submit an IPRA Request 

  1. Login to PRCe360 Account 
  2. Click Submit New from any page on the dashboard 
  3. Select Submit An IPRA Request from the provided options 
  4. Fill out required data fields 
  5. Completing the Form – Fill out all required request details 
  6. Submitting Your Request – Submit your IPRA request 
  7. Once IPRA request is electronically filed, the request will be displayed  on the account Dashboard under the My IPRA Requests tab  
  8. Once an IPRA Request if filed, you will receive a Confirmation Number, retain this number for your records and to track status updates.  
Managing an IPRA Request

Once an IPRA request is submitted the user can view and verify the request details

Verify  IPRA Request Status 

  1. Login to PRCe360 Account 
  2. View the My IPRA Requests on the left-hand menu 
  3. Click on IPRA Request ID to view request details and current status 

Once an IPRA request is fulfilled the user can view and download the produced documents

Download  IPRA Request Documents 

  1. Login to your PRCe360 Account 
  2. View the My IPRA Requests on the left-hand menu 
  3. Click on IPRA Request ID to view request details and current status 
  4. When Legal Counsel adds production documents (Partial or Full), they will appear under the Production Documents tab. Users will be able to download and view production documents.  
    • Go to the Action column. 
    • Click the ⋮ (three dots) icon. 
    • Select Download. 

 

 IPRA Request Clarifications 

If Legal Counsel requests clarification, the requester receives an automated email notification as well as under the Clarification Required tab 

  1. Login to PRCe360 Account 
  2. View the My IPRA Requests on the left-hand menu 
  3. Click on IPRA Request ID to view request details and current status 
  4. Under the Clarification Required Tab view the requested clarification details 
  5. If needed, update details and provide the requested clarifications 
  6. Click Submit to send your responses for review 

 

IPRA Payment Request 

If your IPRA request is subject to fees, Legal Counsel will issue a Payment Request, an automated email is sent to the requester. The  email is also logged in the Audit Log and is visible to IT Administrators,  

After receiving the payment request: 

  • The requester may coordinate payment with the PRC or send a check.  
  • Once payment is received, Legal Counsel records it in the system. 

 

 

IPRA Request Complete 

 

Once the IPRA Legal Counsel completes processing, the request status will be updated to Closed. Records will be available (indefinitely) for review under the My IPRA Requests tab 

 The requester will receive an email notification about the status change. 

 

Other potential IPRA Request status types 

Extension Request 

If Legal Counsel requires additional time, an Extension Request email is automatically sent to the requester.  

Wrong Custodian 

If Legal Counsel determines that the request was filed under the wrong custodian. The requester receives an automated Wrong Custodian email. 

Broad and Burdensome 

If Legal Counsel identifies the request as Broad and Burdensome, the requester receives an email notification detailing the issue and next steps. 

Rejected—Closed  

If Legal Counsel rejects the IPRA request, the requester will receive an automated rejection email and email notification regarding the status change.

  • Clarification Required – Additional information needed 
  • Extension Request – Additional time needed to process 
  • Payment Request – Payment required before processing 
  • Production Documents Available – Documents ready for download 
  • Rejected – Closed – Request was rejected 
  • Wrong Custodian – Closed – Request filed with wrong department 
  • Broad and Burdensome – Request is too broad and needs refinement
